The eligible population for this service will be of any age who are Liverpool resident (or are registered with a GP based within the City boundaries), including those individuals who are homeless or with no fixed abode with a drug and/or alcohol need.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Addition of up to £6,470,503.45 (excluding VAT), to take effect as from 1st April 2025 - 31st March 2027, entailing the distribution of three separate central government revenue grant funding streams, one from the Probation Service North West and two from the Office for Health Improvement and Disparities (OHID) to allow for further enhancement of the quality and capacity of the core service elements. Please note that there is no change in the length of contract.

seven.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

In July 2025, the Director of Public Health accepted receipt of the following grant funds; - Central Government Funding, from the Office for Health Improvement and Disparities (OHID): Drug and alcohol, treatment and recovery improvement grant (DATRIG) 2025/26 to the total sum of £8,830,797

- Central Government Funding, from the Office for Health Improvement and Disparities (OHID): OHID: Individual Placement Support Grant (IPS) 2025/26 to the total sum of £265,783

- Probation Service North West: Dependency and Recovery funds (1st April 2025 - 28th February 2027) to the total sum of £516,767.

A proportion of those grant funds are to be applied to an existing contract which delivers services relevant to the aims and objectives of the grant funding, namely The All-age, Integrated Drug and Alcohol Treatment and Recovery Services Contract

The decision to vary the contract to include supplementary funding will:

- Positively address the short timeframes associated with the DATRIG funding, to prevent and minimise delays in implementation of interventions under the proposal and reduce the risk of clawback at the end of the funding period.

- Creates an enhancement to current support offered in Liverpool, for people who use(d) drugs and/or alcohol (positive impact)

- Supports quality improvements and increases the capacity to respond to local needs.

- Positively addresses the risks to service continuity, safeguarding, including maintaining the ability to fund approximately 116 front line posts that TUPE transferred to the new provider on 1st April 2025.

As part of the tender process, bidders for this contract were informed that as grant funding could not be anticipated with certainty it was not possible to include this into this procurement and subsequent contract envelope. However, provisions were made in the tender documents to allow for further enhancement of the quality and capacity of the core service elements under the contract post award. The tender documents clearly set out the source of the grant funding, a description of the type of services the grant can be utilised for, current values and the maximum sum which would potentially be incorporated into the contract. Therefore, IPS, SSMTR and Diversion and Recovery grant funding values were included within the 'Total Contract Range', for the duration of the contract term.
