Description
This Framework Agreement covers the supply of the Goods to customers of Hampshire County Council (County Supplies), and other members of the Central Buying Consortium. For more details regarding members, please refer to Paragraph 2.5 in the Invitation to Tender.
Delivery locations may include but not be limited to Local Authority offices, Adult Health and Social Care establishments, Schools, Countryside Services, Hampshire and Isle of Wight Fire and Rescue Service establishments, Hampshire and Isle of Wight Constabulary establishments, and other external customers of Hampshire County Council (County Supplies).
This Framework Agreement contains four Lots, covering the following ranges of Goods:
Lot 1 - Indoor bins, to include but not be limited to plastic bins and recycling bins
Lot 2 - Outdoor bins, to include but not be limited to plastic bins, galvanised steel bins, novelty/educational bins, dog waste bins, cigarette bins, recycling bins and grit bins
Lot 3 - Outdoor furniture, to include picnic benches, picnic tables, table and chair sets and benches, made from recycled materials, wood and galvanised steel
Lot 4 - Bike and scooter racks and other outdoor shelters
Goods may be added or removed during the life of the Framework Agreement.

Framework operation description
The process by which Contractors are allocated an Order will be transparent and shall be in accordance with the process below.
Award under the framework
If the Council or any other Contracting Authority wishes to purchase Goods through the Framework Agreement, then it may make a direct award to the Contractor whose Goods best suits their requirements.

The Framework Agreement will be available for use by members of the Central Buying Consortium (CBC), https://www.centralbuyingconsortium.co.uk/
The Framework is also open to educational establishments, such as but not limited to free schools and local authority-maintained schools, pre- schools, post 16 colleges, higher education institutions, independent schools (schools that are independent in their finances and governance, they are not dependent upon national or local government), children's centres and any other types of schools.
The Framework is also open to other areas of the public sector, including Local Authorities, Police and Emergency Services, Office of the Police and Crime Commissioner for Hampshire and the Isle of Wight, NHS Bodies, Central Government Departments and their Agencies and registered charities within.

Justification for not publishing a preliminary market engagement notice
County Supplies is in constant communication with the suppliers within the Market to ensure that the correct products are being supplied to its customers. Suppliers are regularly offering innovations and customer demand which is regularly monitored plays a large part in the requirements of this Framework.
