Market Engagement for APMS Wycombe Practices to Buckinghamshire Oxfordshire and Berkshire West ICB

Buckinghamshire Oxfordshire and Berkshire West Integrated Care Board (BOB ICB) is planning to reprocure the following services for a new contract start in September 2026:
• APMS contract for two-site GP practice in High Wycombe with current list of 11,949 patients
• APMS contract for single-site GP practice in High Wycombe with current list of 6,254 patients
• Special Allocations Service (SAS) provision for Buckinghamshire (sub-ICB area) - currently 15-25 patients
Following previous market engagement in December 2024, BOB ICB's preference is to procure the two mainstream APMS practices from a single provider, with the intention to merge in the first 18 months of the contract. The ICB's priorities include securing long-term sustainability and working at scale.
The proposed contract length is at least 8 years (plus 4 years, plus 3) subject to NHS England approval before procurement .
Population growth in the expanded area to be covered by the contract has an indicative growth of 1,000 to 2,500 in the proposed fifteen-year extended contract period.
The APMS baseline price will be the GMS price. The 2025/26 GMS price is £117.48 per weighted patient (weighted list size being 10,309 for Cressex and is 5,840 for Chiltern as at 01/04/25) once out of hours deduction is applied (adjustments for 2025-26 pay award awaited).
The ICB is also considering including a provision of Special Allocation Service (SAS) in Buckinghamshire, to the Cressex Health Centre APMS contract.
Interested providers are required to complete the market engagement questionnaire by 5pm on the 08th December 2025.
It is the ICB's intention to have a contract/service start date of 1st September 2026, with a mobilisation period of approx. 3 months (i.e. 1st June 2026 - 31st August 2026).
This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
