About the Office for National Statistics (ONS)
ONS is the UK's largest independent producer of official statistics and is the National Statistical Institute for the UK. Formally, it is the executive office of the UK Statistics Authority, a non-Ministerial Department established by the Statistics and Registration Service Act 2007. It is responsible for collecting and publishing statistics related to the economy, population, and society at national, regional and local levels. ONS plays a leading role in national and international good practice in the production of official statistics.
Introduction
The Office for National Statistics (ONS) wishes to make estimates of household expenditure on alcoholic beverages as a component of National Accounts and is published separately in Consumer Trends. To assist in these estimates, it wishes to establish fully representative prices of all categories of alcoholic beverages purchased for personal consumption within the United Kingdom. Only purchases made by individuals, from legitimate outlets are to be recorded in the estimates.
The ONS will combine this price data with volume data received from HM Customs and Excise to derive final estimates of household expenditure on alcoholic beverages in the UK.
The ONS is looking for a Supplier who will supply price and volume data to the ONS to fulfil the price requirement of these estimates. This data should represent all On and Off Trade sales of alcoholic beverages by organisations directly to the households, non-household expenditure is not to be included. The alcoholic beverages classified as on trade are those sold for immediate consumption away from the home by hotels, restaurants, cafes, bars, kiosks, street vendors, automatic vending machines, etc. A survey of alcohol consumption from households will not match the data requirements.
• This data will be required on a quarterly basis.
• The price supplied must reflect what the consumer actually spends, i.e. it is to include value added tax (VAT).
As part of any future tender exercise, the Supplier will be required to provide a detailed description of the sources and methodology used to compile its data. The Supplier will need to show the level of detail at which the raw data are being collected as well as the coverage of outlets used.
The types of organisations that should consider contacting us include:
Organisations who have the capability to collect price and volume data from a wide range of On Trade outlets.
Types of support could include:
• Price and volume data covering the lower level breakdowns of beer, wine and spirits; for example 'Draft Lager', 'Draft Ales'.
• Data should include all sales of alcoholic beverages direct to the final customer.
• Briefings for each quarterly data delivery; commentating on any unusual price or volume movements in the data.
What can a contract with ONS offer?
An opportunity to work with a world class statistics organisation, to create better and more timely statistics to be used by all for the benefit of the public good. There is a possibility for this work to be funded if all requirements are met by the provider.
