Description
Fusion21 is currently preparing for the renewal of the Grounds Maintenance Framework.
The framework will cover the provision of grounds maintenance and associated services for participating contracting authorities the United Kingdom, in accordance with the objectives and requirement of the Procurement Act 2023 (PA23).
The scope includes but is not limited to:
• Routine and reactive grass cutting, lawncare, and turf management.
• Maintenance of hedges, shrubs, flowerbeds, and seasonal planting.
• Weed control, including the use of approved herbicides and environmentally sustainable alternatives.
• Tree Maintenance, pruning and arboriculture works.
• Litter picking, leaf clearance, and general grounds tidiness.
• Winter services, such as gritting and snow clearance (where applicable).
• Associated inspections, reporting and compliance with relevant health and safety and environmental standards.
The framework aims to provide compliant, flexible, and a value for money route for contracting authorities to procure grounds maintenance services. It will support both national and regional coverage, with opportunities for SME's to participate. Successful suppliers will be required to demonstrate:
• Relevant experience and technical capability in grounds maintenance.
• Working to applicable ISO standards (e.g., ISO 9001, 14001) or equivalent quality systems.
• A commitment to sustainability, biodiversity, and social value outcomes in line with the public benefit requirements of Procurement Act 2023.
The framework will be established for a period of 4 years.

Engagement process description
Fusion21 is undertaking a pre-market engagement exercise ahead of the planned procurement of a Grounds Maintenance Framework. The framework will support in procuring high-quality, sustainable grounds maintenance service and deliver value for money, social value and environmental benefits. The purpose of this engagement is to:
• Seek feedback on proposed framework structure, service categories and regional divisions.
• Ensure that the framework promotes fair access for SMEs VCSES's and local suppliers, in line with PA23 objectives.
• Early supplier involvement to develop the proposed pricing model.
The engagement process will consist of:
• A feedback form with the opportunity for suppliers to request a 1-1 discussion to be issued once you register your interest by completing the form below.
• Individual 1-1 supplier discussions with interested parties (e,g. Grounds Maintenance suppliers) to help inform and shape the new framework
• Virtual Webinar information session hosted by Fusion21 on 10 December, 10am to outline initial plans. Suppliers with questions will be signposted to the feedback form.
Participation in this market engagement exercise is open to all suppliers with an interest or capability in delivering grounds maintenance and associated services across national and regional areas within the United Kingdom. Fusion21 welcomes the participation from:
• Established suppliers currently providing grounds maintenance.
• SME's seeking to engage in public sector opportunities.

We plan to carry out supplier engagement throughout November and early December, followed by a supplier webinar in December 2025. The preliminary market engagement will close on the 22 December 2025 and we aim to publish the final Invitation to Tender in early January 2026, with the new framework scheduled to go live in June 2026.
