Scope

Description

The College of Policing has procured a new platform for our project called Access Point. A Find a Tender notice was published for this - https://www.find-tender.service.gov.uk/Notice/064174-2025?origin=Dashboard. This contract is to replace a legacy system that we have called LTM.

The contract we have for LTM will expire on the 26th January 2026 so we need to extend this arrangement to ensure we have adequate time to implement the new platform referenced above. Further to this we also need to ensure we maintain access the legacy data.

To meet these objectives we have agreed a 1 Year contract renewal for LTM, followed by a 7 year right to use licence plus server migration works.

LTM (Learning Training Management) was originally purchased by the NPIA in 2010 to provide a centralised platform to manage facilities, training and bookings management.

It was procured via Sprint an IT framework that allowed public bodies to access services from - amongst others - specialist SME's who otherwise had no ready route to access public sector markets. In this instance - following a market appraisal - SCC brokered with the supplier of the LTM (previously known as Coursebooker) software, a company now known as Advanced Limited. When Sprint II became current the arrangement continued - with support and maintenance contracted through until 31/12/16.

Following a security change when we moved to the PNN Police network, in September 2016 we moved away from SCC and via an STA, obtained services directly through the suppliers, Advance.

Ongoing support and maintenance is required for LTM, on an annual basis, as it is not within our capability to support internally.

The system is an onpremise product that is wholey owned and supported by Advanced, with no alternative supplier to provide that maitnanence service.

All the appropriate security processes are in place which enable's maintenance and support to be conducted remotely via a College issued laptop providing additional business benefit by eliminating manual intervention.

We entered into an official written contract with Advanced on January 28 2021, which has continued to be on am annual rolling renewal. The current contract is due to expire on Januray 27 2025.

We are now looking to extend by a further and final 1 year as an interim measure to support the transition to a new platfrom (AccessPoint) which has been procured via a competitive tender process.

Post the 1 year renewal we are also looking to procure a right to use licence for a perido of 7 years (Jan 2027 - Jan 2034) which will provide us with read only access to the system and data for audit and data retention purposes.

Reason for Authorisation

This direct award to OneAdvanced for the extension of the LTM (Learning Training Management) contract is authorised, with full consideration of the Procurement Act 2023.

Justification:

The LTM system is a proprietary, on-premise platform wholly owned and supported by OneAdvanced. There are no alternative suppliers capable of providing the required maintenance, support, or the right-to-use licence for audit and data retention purposes.

The direct award covers a one-year contract renewal to ensure continuity of service during the transition to a new platform (AccessPoint), which has already been procured via a competitive tender process. The subsequent seven-year right-to-use licence is required solely for read-only access to legacy data, ensuring compliance with audit and data retention obligations.

The arrangement is an interim and final measure, supporting business continuity and minimising operational risk while the new system is implemented.

The value and scope of the contract extension are proportionate, and the justification is robust and defensible under the technical exclusivity exemption of the Procurement Act 2023.

Conclusion:

This direct award is justified as it is the only compliant and practical solution to maintain essential services and data access during the transition period. This approach ensures legal, operational, and audit compliance.
