Description
Yorkshire Water intends to establish a framework agreement for the provision of technical consultancy and assurance services. The framework will cover a range of activities across technical assurance, technical services, and engineering support, providing flexible access to specialist expertise.
Suppliers will be expected to deliver clearly defined services in line with business needs, from project-based consultancy to targeted assurance reviews and temporary placements. The framework will promote consistent governance, transparent pricing, and compliant delivery across all engagements.

Lot 1. Technical Services
Description
Specialist technical consultancy services and packaged work to support engineering, infrastructure and asset-related projects. This may include the provision of secondees, studies, and design input. Suppliers will deliver expert support to ensure projects are safe, efficient, and compliant with standards.

Lot 2. Technical Assurance
Description
Independent technical assurance services, including technical audits, standards compliance checks, design/governance reviews and capability assessments. Suppliers will provide clear findings and actionable recommendations to support safe, reliable project delivery.

Lot 5. Design Partner (Complex Project Delivery
Description
Delivery of large, complex, design packages requiring end-to-end accountability from feasibility through to construction support.
This Lot is designed for major projects that fall outside the scope of Lot 1. Suppliers will act as Design Partners, taking full ownership of design, coordination, and delivery risk within agreed task orders.

Lot 6. Strategic Solutions Partner
Description
Strategic Solutions Partner is needed to help address the varied delivery risks within Yorkshire Water's asset programme by providing strategic engineering consultancy, solution definition, and front end engineering design support. Example Services:
• Strategic design and programme planning
• Feasibility and optioneering studies
• Business case development (Gateways 0-3)
• Risk and value management support
• Rapid mobilisation for urgent or reactive works
