Description
RSSB is planning to commission research to carry out analysis of all risks requiring consideration for scrap steel loads in open top wagons transiting the Severn Tunnel. This will create the robust, evidence-based case to update the current restrictions in the Severn Tunnel, alongside recommendations for scrap steel preparation and wagon loading practices to effectively manage associated risks.

Engagement process description
RSSB is seeking feedback from the market through this Market Engagement Questionnaire (MEQ) to help shape the forthcoming procurement for project T1405 - Developing appropriate safety mitigation for the movement of scrap in wagons through tunnel environments. The engagement will gather supplier insights on approach, delivery risks, and dependencies to inform the future Invitation to Tender. The MEQ will be open for responses from 19/11/2025 to 02/12/25 @12PM, with no live events planned during this period.
