Scope
Description
As part of the £42m construction of the new NIFRS Learning and Development Training College, NIFRS installed a unique Flood Water Facility (FWF). It is a unique firefighting training asset, the second of its kind in the world; it includes a 10m wide x 100m long flood channel fed by an adjoining reservoir via a dedicated pumping station. The flood channel includes a vehicle access gate, mock residential property, footbridge and various access points to provide realistic scenarios for Water Rescue training. This area of the site also incorporates an extended area of hard-standing and water access design features to facilitate a range of HVP training scenarios. The water volume of the facility is approximately 6,700m³. The water is treated to 'recreational standards', following European Union (EU) inland bathing standards and World Health Organization (WHO) recreational water quality guidelines. To enable this, there is a bespoke water treatment system installed. These bespoke water treatment systems will require a stringent and specific planned preventative maintenance (PPM) regime to ensure the pool is maintained to swimming pool standards. In addition to PPM, Reactive maintenance is required to identify, isolate and rectify a fault so that the failed equipment, prop or system can be restored to an operational and safe condition within the tolerances or limits established for in-service operations.

Reactive and planned maintenance and servicing of this equipment must be undertaken by a competent, highly specialised contractor. The systems are complex and have specific supporting software.
Total Pools are 'exclusive UK distributors of the new Ceramiflo microfiltration system' with permissions to work on the system (http://totalpool.co.uk).
The neutralisation system was a bespoke design for this facility to discharge excess water to the local environment (no sewerage network).
The design is novel and given the external environment, the system is subject to seasonal changes e.g. higher disinfection rates required in summer as opposed to winter.
Three Contractors are required to maintain this equipment (Totalpools, Sterling and Prominent). Sterling Hydrotech are primary contractor who have coordinated and subcontracted to the other parties). The three systems are interlinked and affect the functionality of each other.
Sterling Hydrotech are based in the UK mainland. They are part of the WCS Engineering Group. WCS are based in Belfast and have a team that assisted Sterling with the installation and maintenance to date.
Given the Geographical location, it is proposed that the maintenance services are provided by WCS who can offer a local response. WCS can call upon Sterling for additional assistance when required. As the systems are intrinsically linked and for ease of management, it is proposed that WCS manage the other two smaller contractors are subcontractors.
