Scope
Description
Network Rail Infrastructure Limited (Wales & Western Region) is seeking early engagement with the supply chain to inform the upcoming procurement for the installation and removal of Level Crossings and Road Rail Access Points (RRAP) across the Wales & Western region.
The proposed framework will support the delivery of planned, reactive, and minor works relating to the installation, removal, surfacing, and reinstatement of proprietary crossing systems and RRAPs in accordance with manufacturer and Network Rail standards. This includes the provision of associated surface dressings, white lining, and minor civils reinstatement works.
The purpose of this engagement is to:
Understand current market capability, capacity, and interest.
Seek feedback on the framework structure, lotting strategy, and commercial approach.
Identify potential risks, challenges, and innovations that could improve safety, efficiency, and sustainability.
Support the design of a fair and inclusive Competitive Flexible Procedure.
It is currently envisaged that the framework will be divided into regional lots, covering:
Lot 1 - Western Route
Lot 2 - South Wales
Lot 3 - North Wales
The anticipated scope will include works undertaken under planned possession and blockade arrangements, as well as reactive maintenance and minor project delivery.
Network Rail anticipates the new framework will commence in April 2026.
The estimated total value is approximately £15.6 million over a term of four years (2026-2030).

A Market Engagement Questionnaire has been developed to capture supplier feedback. Responses will be used to shape the final procurement strategy but will not form part of any evaluation process.

Engagement Process
Network Rail (Wales & Western) invites interested suppliers to participate in a Pre-Market Engagement Exercise for the forthcoming Level Crossing and Road Rail Access Points (RRAP) Framework.
This engagement aims to gather insight from the supply chain to inform the final procurement strategy, lot structure, and commercial model for the works, which are expected to commence in April 2026 following expiry of current arrangements in March 2026.
Suppliers are asked to complete a short Market Engagement Questionnaire, which will take approximately 10-15 minutes to complete.
The questionnaire seeks views on:
Supplier experience and capabilities;
Preferred framework structure and commercial approach;
Capacity and mobilisation readiness; and
Opportunities for innovation, sustainability, and social value.
Responses will be used solely for market analysis and procurement planning purposes.
They will not form part of any tender evaluation and will be treated in accordance with UK GDPR and Network Rail's Data Protection Policy.

The survey will remain open until 14th November 2025, after which responses will be reviewed and summarised to inform the final procurement strategy.
Following this exercise, Network Rail may invite interested suppliers to participate in a virtual or in-person supplier briefing session to discuss the findings and outline the proposed route to market.
