Description
The Council owns perpetual licences for its Adults and Children's Software provided by Liquidlogic who retain the IPR of the software. The Council is seeking to continue using its licences and intends to award a support and maintenance contract to Liquidlogic so that operational continuity can be maintained.

Description of risks to contract performance
The complexity of the Council's Social Care systems and business needs is such that it is unlikely that they will be replaced in the next two years. There is also a unknown outcome pertaining to LGR which may impact the business need and hence the short term tactical contract
