Description
Four separate procrements are described below which will be procured as Lots within an overarching procurement exercise:-
- Stronger Practice Advisors - Training Partner
- Stronger Practice Hubs - Delivery Partner
- Special Educational Needs Coordinator (SENCO) - Delivery Partner
- National Centre for Best Start Family Hubs - Delivery Partner
A Procurement specific event will be held to explain the tender process prior to the official launch of the tender opportunities

Practice Advisers (SPAs) within England, for the period 01/04/2026 -
31/03/2028 with an option to extend for a further 12-months

Weighting description
Final tenders will be evaluated using a Price Per Quality Point (PPQP)
model. This approach is designed to identify the tender that best
meets the Department's requirements in relation to both quality and
price. The PPQP model calculates a ratio by dividing the modelled
tender price by the total weighted quality score. Full details of the
evaluation methodology, including scoring and weightings, is provided
in the tender documentation.
