Description
Ceredigion County Council is seeking to appoint a suitably qualified and competent Contractor for the provision of a licensed facility(s) to transport, receive, dewater and process for reuse/recycling, quantities of Street Sweepings.
The contract will run from 1 February 2026 to 31 January 2028 (2 years), with the option to extend for up to two additional one-year periods, subject to mutual agreement between the Council and the successful bidder (2 + 1 + 1).
The estimated value is between £700,000 and £900,000 for the full term of the contract including all extensions. Please note that the contract value provided within this notice represents an estimate prepared by the Council. It is issued for guidance only and does not constitute a fixed budget or an indication of the expected contract price. Bidders are expected to submit a competitive bid based on market prices.

Description of possible extension:
The contract will commence on 1 February 2026 and conclude on 31 January 2028, for an initial period of two (2) years, with an option to extend for up to two (2) additional periods of one (1) year each (2 + 1 + 1)
Options
The right to additional purchases while the contract is valid.
Whilst the Council does not currently include Gully Arisings in the Street Sweepings contract this option is being considered and may be added to the contract during it's term. Further information can be found within the specification.

Description of risks to contract performance
There is a risk that the tonnages of contract waste may fluctuate from the estimates which have been based off previous experience. Situations such as the availability of sweeping plant may affect quantities collected by the Council.

Justification for not publishing a preliminary market engagement notice
Pre-market engagement was not undertaken for this procurement as the scope and requirements for street sweepings collection and disposal are well-established, with stable and widely understood service standards.
The Council did contact a number of suppliers to understand if the potential addition of Gully Arisings would have an impact on their operations. It was concluded, that the inclusion of Gully Arisings is not unusual in such contracts.
