Award criteria

1. Compliance Checks

Ensuring the bidder has submitted all required documents.

2. Quality Evaluation

Each quality question is scored against a defined scoring matrix.

Evaluators independently assess how well the bidder's response demonstrates their ability to meet EHRC's requirements.

Scores are then moderated to produce a final agreed score.

3. Price Evaluation

Prices are compared using the published pricing model.

4. Overall Combined Score

Quality and price scores are weighted according to the published weighting split (Quality 70% / Price 30%).

5. Due Diligence & Award

EHRC may conduct checks such as clarifications, references, or financial verification.

The intention to award is issued.
