London Borough of Brent is seeking to engage with and obtain the views of providers of Health Visiting and School nursing services. This is a pre-procurement exercise to help develop thinking on the way in which such services might be provided in London borough of Brent in the future.

The questionnaire has been developed as a first stage of engagement with current and potential future providers. The information provided will help the commissioners make decisions about the best approaches to take in commissioning Health Visiting and School Nursing service for Brent Council.

A market engagement event has also been scheduled on 11/12/2025 between 2pm - 4pm. The event will be delivered online via Microsoft Teams. Please express an interest no later than 10/12/2025 in order to receive the invitation link via the messaging facility on the London Tenders Portal.

All information received at this stage will be handled confidentially, with a view to informing our next steps and the ultimate outputs from this engagement. Further engagement may take place following the responses to this preliminary market engagement notice, prior to the commencement of a competitive tender process.

two.2.4) Description of the procurement

Health visiting service - delivers the Healthy Child Programme to all children up to their fifth birthday and pregnant women currently resident and registered with a GP in Brent. It will offer screening for maternal mood, developmental reviews and information to support the healthy development of children and young people. Delivery of the service is divided into universal, targeted and specialist.

School Nursing Service - A school nurse is a specialist community public health nurse who promotes and protects the health of school-aged children and young people, acting as a vital link between schools, home, and the community. They play a key public health role by delivering health education and offering advice on topics like mental health, sexual health, nutrition, and healthy lifestyles. School nurses identify vulnerable students, reduce health inequalities, provide support for chronic disease management, and contribute to safeguarding by working with families and other health teams to provide early intervention and support. Delivery of the service is divided into universal, targeted and specialist

Healthy weight support - This service will provide support for families through key transition points, from milk to starting solids. This will include strengthening the pathway for families as they move out of health visiting and into wider health systems including into support for the healthy lifestyles pathways to raise awareness and strengthen referral pathways.

These services should be made available to improve outcomes for infants up to 5 years and their primary care givers. Delivery of the service is divided into universal, targeted and specialist.

Start for Life services - Brent was one of 75 local authorities to receive funding to develop Family Hubs across the borough, including the development of an improvement in access to Perinatal mental health services and breastfeeding support. At present, the Brent has commissioned a Perinatal Mental Health Service with Central North West London NHS Trust to deliver a mild to moderate service for families as well as peer support for families delivered by Home Start.

The services that this market engagement relates is within scope of the Provider Selection Regime (PSR). The Authority is bound only by the Health Care Services (Provider Selection Regime) Regulations 2023.
