Scope
Description
Lancashire County Council is inviting tenders for a single supplier contract on the terms set out in the Invitation to Tender (ITT) documents, for the Collection, transportation and treatment of all Waste Electrical and Electronic Equipment (WEEE) and household batteries which are deposited at the Authority's Designated Collection Facilities, district depots and various household Battery Collection Points.
The Authority is conducting the procurement using an open procedure which is outside of the scope of the Procurement Act 2023 on the basis that it is a below-threshold, unregulated, concession contract pursuant to section 84(1)(b) of the Procurement Act 2023 for purpose of procuring the Services described in the Specification.

Award criteria
The contract will be awarded based on quality questions which equate to 90% of the overall score. The quality questions will include both Pass/fail criteria and scored criteria.
The remaining 10% of the score will be awarded on social value criteria.
There is no pricing element included in the award criteria.
