Havering Short Breaks Provider Framework

Are you passionate about supporting disabled children and young people to reach their potential? Do you want to help shape the future of Short Breaks in Havering?

Havering Council is inviting expressions of interest from providers for our upcoming Havering Short Breaks Provider Framework Market Warming Event. This is a unique opportunity for a range of providers to help deliver targeted and specialist support for disabled children and young people whose needs require support due to their disability.

What are the Short Breaks Offer?

• Sessions for children and young people with disabilities, providing access to creative, stimulating, fun, and co-designed activities within local communities.

• Support to enable access to mainstream activities, with the overarching aim of building self-esteem and confidence to help children reach their potential.

• A blend of after-school, evening, weekend, and holiday sessions.

• A comprehensive offer for children aged 0–18, of Universal, Targeted, and Specialist options, containing both community outreach, one to one or group-based activities enable parents/carers and their families to take a break from their caring responsibilities.

Our Vision is:

• Enable disabled children and young people to succeed and thrive.

• Provide respite for families and carers.

• Support families to develop a quality of life that includes participation in their community and access to stay-and-play group activities.

• Commission a youth offer that delivers skills-based activities (e.g., computer skills, art, gardening, cooking, drama, music, sports), social activities, and support for preparing for adulthood (e.g., independent living skills, money management, travel training, and health).

Market Engagement Event We are hosting a Market Engagement event to:

• Share information about the needs of the children in Havering and information around the proposed contract lots.

• Gather feedback on gaps in provision, the proposed lots, and potential barriers to service delivery.

• Discuss the proposed Short Breaks Framework, contract prices, and any further aims or objectives for Short Break contracts.

This event will provide an opportunity for providers to gather information around the bidding process and to discuss the future commissioning of the short break provisions that supports Havering's children with disabilities.

Havering Council seeks to appoint several providers to a Short Breaks Framework by 01 October 2026.
