Additional or repeat goods, services or works - extension or partial replacement
The Home Office Law Enforcement Data Services (LEDS) Programme intends to make a direct award to PA Consulting for the provision of managed, engineering, and support services. This contract will run from October 2025 to the end of August 2026.
The LEDS Programme is delivering the replacement for the Police National Computer (PNC), a Critical National Infrastructure (CNI) service that supports operational policing through real-time checks on individuals, vehicles, and other law enforcement data.
This direct award is justified under Schedule 5, Paragraph 7 of the Procurement Act 2023, as the services provided by the incumbent supplier form an extension to existing work. A change in supplier at this stage would result in incompatible services and disproportionate technical difficulties in operation and maintenance, impacting the continuity of the programme. It would also risk delays to critical delivery timelines, which are essential to ensuring the safe and timely transition of the legacy PNC system.
