Description
South Gloucestershire Council (SGC) - Waste Services is seeking to engage with the market in relation to a planned procurement for the Treatment of Absorbent Hygiene Products (AHP).
SGC is looking to offer an AHP kerbside service to residents from May 2026, for waste collected on separate sealed trucks. The Council will require an off taker to receive and treat this waste. The waste will be in plastic bags provided by the Council and can be either hauled from SGC waste sites in Yate & Mangotsfield, directly delivered to your transfer point, or directly delivered to processing plant if within approximately 20-mile radius of M5/M4 junction.
SGC intend to release the tender opportunity in early January 2026, with an anticipated contract start date of Monday 4th May 2026.
The purpose of this engagement is to; Identify suppliers able to provide these services, Understand market capacity and interest, Check and develop procurement requirements, Help design procedures, participation conditions and award criteria, And Identify any potential barriers to participation.

Engagement process description
South Gloucestershire Council would like to conduct pre-market engagement in relation to its procurement of Absorbent Hygienic Product (AHP) Waste Treatment Services to assist it in developing its requirements and approach.
In order to gather information we have developed a Preliminary Market Engagement Questionnaire and would encourage any organisation interested in bidding for this contract to respond to the Questionnaire.
The Preliminary Market Engagement Questionnaire can be obtained by emailing place.procurement@southglos.gov.uk.
The completed Questionnaire must be returned to place.procurement@southglos.gov.uk no later than 2pm on 21st November 2025.
