Description

This procurement process will be managed by First Rail Holdings Ltd.

GWR and First Bus Holdings Ltd will have separate contracts for each Lot.

First Bus Operating Companies and First Greater Western Railway Ltd (GWR) require the supply and delivery of fuel to their depot locations.

With a focus on sustainability, environment, and carbon reduction, we are seeking Suppliers who share our goals and who will work collaboratively with our businesses to drive continuous improvement through innovation. Supporting and contributing to new trials and development ideas is essential from our supply chain.

All GWR rail depots require Gas Oil provided in accordance with BS EN 590:2022, equivalent or better, sulphur free marked and dyed in accordance with HM Revenue & Customs Regulations. The standard applicable for FAME content should be EN14214 or an equivalent national version of the standard.

All bus depots require B7 Diesel fuel. The fuel supplied should (as a minimum) meet the specification of BS EN 590:2022, and the standard applicable for FAME content should be EN14214 or an equivalent national version of the standard.

Due to the nature of service/timetable fluctuations we require suppliers to able to deliver by bulk tankers with the ability to deliver weekdays, weekends and bank holidays if required.

Fuel orders will be placed by First Bus Fleet Services, First Bus London, First Greater Western Railway and Ensignbus at intervals to be mutually agreed between the relevant Client and the supplier.

The ability to either place or cancel orders at 24 to 48 hours' notice is required, however cancellations would be infrequent.

Deliveries will be supervised by depot staff although unsupervised deliveries may take place. All delivery drivers need to undergo a site safety briefing and comply with local site safety requirements which may include the wearing of PPE such as safety footwear, hand / eye protection and approved high visibility clothing.

The supplier is expected to provide an out of hour's on-call facility to be used in the event of delivery failures or other exceptional operating events.

The supplier is also expected to nominate a day-to-day contact for management of the contract, attend supply review meetings periodically, and to report on agreed KPIs.

This procurement process is being advertised and run by First Rail Holdings (FRH) which includes FirstBus and First Greater Western Railway Ltd (GWR). The tender is being run by FRH on its own behalf and on behalf of the successor operator of the rail passenger transport services in respect of GWR. That successor operator will be a public sector company, is expected to be a wholly owned subsidiary of DfT OLR Holdings Limited and will be ultimately owned by the Secretary of State for Transport. The date for transfer of the current operations to the successor operator is not yet confirmed. ​

Where the transfer is completed before contract award under this procurement process, the successor operator may elect (but will not be obliged) to carry on with this procurement process in place of GWR, by taking on the role of contracting entity from the date of completion of the transfer (with this notice and all other procurement documents to be interpreted accordingly). ​

Where the transfer takes place before contract award and the successor operator elects to continue with the procurement, the procurement will transfer to the successor operator in respect of GWR only. The original procurement will continue however maybe subject to change in accordance with the terms of this document. All procurement documents, supporting data, bidder submissions and other bidder data will transfer to the successor operator. In this instance the successor operator shall assume all the rights of the Client set out in this document. All references to the Client shall be deemed to refer to the successor operator for the purposes of this procurement and the successor operator shall be entitled to continue or terminate this procurement as if it was involved from the outset.​

​Where the transfer is not yet completed by the time of contract award, contractual rights may be included in the contractual arrangements to enable transfer to the successor operator. Bidders should note that this procurement process (if ongoing), or any awarded contract, may be included in a transfer scheme made by the Secretary of State under section 12 of the Railways Act 2005, or the transfer may be effected outside of, or separate from, such a scheme.​

Suppliers are invited to Express an Interest (EOI) and complete a Pre-Selection Questionnaire (PSQ).

The Procurement is split into Lots. The three top scoring Suppliers at PSQ stage for each Lot will be invited to participate in the Invitation to Negotiate stage (ITN).

All compliant submissions at ITN stage will be fully evaluated and contracts awarded to the Most Advantageous Tenderer, in line with the evaluation criteria detailed.
