Scope
Description
As a Waste Disposal Authority, Kent County Council (KCC) has a statutory responsibility to arrange for the disposal of the organic waste collected in its area by the Waste Collection Authorities (collected at kerbside), and deposited by residents at Household Waste Recycling Centres).
KCC requires new supply arrangements for the processing and disposal of organic waste, with the new services commencing on 1st April 2026.
Tenderers should note that there may be occasions where HWRC and kerbside garden waste may contain unintentional contaminants such as soil, stones, plastic fragments and other non-organic materials, and must factor this into their proposals.
The Provider will be required to have in place:
• A waste processing facility with appropriate permitting, planning permissions and health and safety standards;
• An electronic weighbridge for the weighing-in of material delivered to their facility to provide the Council with the appropriate management information (including weigh-loader transaction listings);
• Robust service contingency plans to ensure continuity of services in the event of non-availability of facility, plant failure, etc.
• Provision to accept blended organic waste and food waste (subject to legislation and Waste Collection Authority methods)
• Regular reporting methods for tonnage processed, contamination rates, and recycling/recovery outcomes.
The overall estimated volume for this contract is circa. 95,000 tonnes per annum.
This contract is split into 'operational lots' based on regional requirements:
Lot 1 - West Kent (circa. 35,953 tonnes per annum)
Lot 2 - Mid Kent (circa. 34,390 tonnes per annum)
Lot 3 - East Kent (circa. 23, 811 tonnes per annum)
Tenderers can bid for one or all Lots as well as any combination of Lots.
The initial contract term will be 5 years, with options for extension of 5 years subject to performance and mutual agreement.
The estimated contract value is based on the full potential term (10 years).
