Description

Provision of a CNC VMC Machining Centre and a CNC Turning Centre, via a competitive flexible process using two (2) lots.

The award of contract could be to one supplier for both lots or to two different suppliers to deliver both pieces of equipment. This contract will support the maintenance program of works that support Logistics and Manufacturing (L&M) and TfL depots.

Competitive flexible procedure description

Transport for London's (TfL), London Underground (LU) is seeking to procure a CNC VMC Machining Centre and CNC Turning Centre.

This equipment will be used in the manufacture of parts for railway application where high precision and reliability are critical, and this will increase production output for the Lillie Bridge Depot.

The proposed tender is to be issued in two lots, and the award for both machines will awarded in line with the evaluation criteria for the Most Advantageous Tender (MAT). TfL reserves the right award each lot to one or two suppliers to supply both pieces of equipment.

Suppliers must be able to demonstrate experience in delivering and supporting advanced manufacturing equipment for use on railway related applications or similarly regulated sectors.

This notice commences the formal procurement process.

This contract will be awarded under the Procurement Act 2023.

Bidders wishing to take part in the process and submit a response should contact AmirShahzad@tfl.gov.uk and ensure they are registered on the SAP Ariba e-tendering platform.

Registration is required to receive an invitation to the procurement event and access to the ITT (Invitation to Tender) documentation.

Bidders are require to Express Interest to participate by Wednesday 5th November 2025 at 12PM GMT.

This procurement will follow the Competitive Flexible procedure, ensuring transparency, fairness, and equal treatment of all bidders.

Expression of Interest

Publication of Tender Documents

All relevant documentation, including specifications, terms and conditions, and evaluation criteria, will be made available via TfL's eTendering portal Ariba.

Clarification Period

Bidders may submit clarification questions regarding the tender documents via the portal by the specified date. Responses will be shared with all participants to ensure equal access to information.

Submission of Tenders

Completed tenders must be submitted electronically by the specified date. Late submissions will not be considered.

Evaluation of Tenders

Tenders will be evaluated based on the criteria set out in the tender documents.

Best and Final Offer (BAFO)

TfL reserves the right to invite shortlisted bidders to submit a Best and Final Offer. This stage will allow bidders to refine their proposals based on feedback or updated requirements.

Award Decision

The contract will be awarded to the most advantageous tender (MAT), subject to internal approvals and standstill period requirements.

Contract Finalisation

Following completion of the standstill period, the successful bidder will be invited enter into contract with TfL.
