Description
Braintree District Council is seeking a reliable and efficient contractor who can ensure timely and correct delivery of each waste stream to the correct predesignated reprocessing facilities. There is a potential that such facilities change throughout the lifetime of this contract.
The waste streams currently in scope of this contract are, dry mixed recycling, paper and card, garden waste, Persistent Organic Pollutants (POP's), general waste (including litter picking, fly tip litter, dog waste, wood for recycling and general waste skip and wood waste). The sale of the materials is out of scope of this contract.
This tender is being issued in three Lots with either Lots 1 & 2 or Lot 3 being awarded. The decision about which of the Lots will be awarded is described in more detail in the Bidders Guidance provided.
Bidders should note that changes brought around by the Simpler Recycling reforms will change the composition of the dry mixed recycling waste stream from 1 June 2026, involving glass, tetrapak, paper and card and therefore will affect tonnages and number of loads. Further detail about these changes is provided in the specification.
The Total value (estimated) incl. VAT is £2,100,000 and not £4,200,000 as stated in this notice, due to the intention to only award either Lots 1 & 2 or Lot 3.

Description
Haulage of dry mixed recycling, paper and card, garden waste and POP's
-Dry recycling is defined as materials such as aerosols, cans and tins, foil, plastic bottles, trays, tubs and pots, glass, and tetrapak.
-Green waste is defined as material such as tree branches (small (no more than 9cm diameter), grass and leaves.
-Paper and card is defined as paper, cardboard, newspapers, magazines, pamphlets, and post cards.

- £1,920,000 including VAT

- 1 April 2026 to 31 March 2029
- Possible extension to 31 October 2031
- 5 years, 7 months

Option to extend for a further 2 years in two consecutive 1-year periods.

Lot 2. Haulage of general waste
Description
Haulage of general waste comprises litter picking, fly tip litter and dog waste, wood for recycling, general waste skip and wood waste.
The contractor is expected to provide 40-yard skips under this contract.

Description
Lot 3 will incorporate all waste streams detailed in Lots 1 & 2. This Lot will be awarded instead of Lots 1 & 2 only if it represents best value for money. Further detail about how this decision will be taken is provided in the bidder guidance which can be viewed in Delta.
