Description
This is a Notice for soft market testing, please see further information in the "Engagement process description".
Wandle Housing Association and Habinteg Housing Association (as members of Shared Services for Housing - SSfH) are intending to run a procurement exercise to set up an open framework for temporary and permanent recruitment services.
Upon commencement of the framework, Wandle Housing Association and Habinteg Housing Association will be calling off the framework but the framework will be set up to enable other / future SSfH members to make call-offs.
The vacancy types / roles will be varied and are expected to include:
- Property Services
- Resident Services
- Finance & Procurement
- IT
- Development
- HR
- Marketing / Comms
- Admin
- Repairs
Most requirements will be in the London / South East area but there may be requirements nationally. The framework will provide national coverage.

Engagement process description
On behalf of Wandle Housing Association, Habinteg Housing Association and other / future SSfH members, SSfH (on behalf of the contracting authorities) intends to undertake a tender process late 2025/early 2026 to create a framework for HR Recruitment Services.
This soft market testing process is to help SSfH determine the scope of requirements and inform its approach.
SSfH is inviting suppliers to respond to the following questions relating to this requirement:
1a)Is your organisation able to provide national coverage for all requirements?
1b) If not national and / or all requirements please provide information on what areas you can cover and in what industries / fields?
2) Is your organisation able to provide coverage only in London?
3) If you have suggestions for lots whether geographically or by industry type, or something else please provide them
Suppliers are welcome to provide additional comments about this requirement that would encourage them to submit a bid.
Responses should be submitted by email to tinarippingale@ssfh.org.uk by 12 noon on 17 November 2025. Please state in the email subject line "HR Recruitment Services Soft Market Testing."
The responses will be treated in confidence and are for information only. They are to help SSfH inform its tender approach and to develop the tender documents for the contracting authorities.
Responses, and lack of responses, will not affect bids received and the evaluation of them when the procurement for this goes live.
This notice is not an invitation to tender and does not commit SSfH or the contracting authorities to a procurement process.
