Scope

Description

Description

DE&S intends to conduct a competition for the procurement of a new Multi-Caliber Sniper Weapon Capability. The scope of the requirement is expected to include:

• Sniper Weapon Systems

• Ancillary Equipment (e.g. suppressors, bipods, carrying systems)

• Through-Life Support and Maintenance

The system will utilise in-service ammunition (.338LM, 7.62x51 NATO) and sighting solutions, as well as introducing a new to service nature .300NM. The estimated contract start date is March 2027.

• This notice is not a call for competition.

• Participation in market engagement does not affect eligibility for any future procurement.

• DE&S reserves the right to amend the scope and approach based on feedback received.

Market Engagement Activities

The purpose of this Preliminary Market Engagement Notice (PMEN) is to gather market intelligence, and explore current innovations across the sector. DE&S is particularly interested in engaging directly with OEMs of sniper weapon systems through face-to-face meetings with its technical team, including engineering specialists. Insights gained through this engagement will support the development of a well-informed requirement and ensure the procurement approach reflects industry best practice and capability.

Interested suppliers are invited to participate in the following activities:

• Market engagement questionnaire

• Industry briefing day by DE&S with potential tenderers

o Location: UK, TBC

o Date: November/December, TBC

o Note: Attendance is limited to those who responded to the Market Engagement Questionnaire. Key technical questions raised by DE&S for OEMs will be addressed in an open forum, ensuring transparency and equal opportunity for all participants to engage and respond.

• Microsoft Teams meeting - TBC for any follow up questions

These activities aim to:

• Understand current market capabilities and innovations

• Gather feedback to shape the final tender documentation
