Description

Hampshire County Council (HCC) in collaboration with Hampshire and Isle of Wight Fire and Rescue Authority (HIWFRS) require the supply of vehicle spares and workshop consumables for the servicing and maintenance their fleets as well as servicing of their workshop equipment and tools.

The Authorities intention is to establish a multi-lotted framework, split into two lots. Lot 1 will be sub-categorised for the provision of Goods and Lot 2 will be for the provision of Services. Each requirement will have a single supplier appointed and call-off contracts will be awarded by direct award. There will not be a limit to the number of Lots suppliers can bid for or be awarded.

Across Lot 1, the successful suppliers will be expected to supply various spares and consumables, oils and cylinder gases and deliver to multiple workshops across Hampshire and the Isle of Wight. The requirement will also include proactively monitoring and replacing stock, and identifying correct parts for a wide range of vehicles. The products should be fit for purpose as required and in line with the specification for the Original Equipment Manufacturer parts (OEM and it will be the responsibility of the supplier when providing aftermarket parts to prove that they are to the OEM specification.

The Authorities currently have a 4-year framework in place for supply of vehicle spares and consumables, which expires on 31st March 2026. The Authorities intend to put a new framework in place on its expiry, commencing for a period of 4 years.

The framework will be open to use by the below listed public bodies/organisations across the entire county of Hampshire (including Southampton and Portsmouth areas) and the Isle of Wight.

Engagement process description

Hampshire County Council in collaboration with Hampshire and Isle of Wight Rescue Authority are seeking to engage with suppliers on the next iteration of the Vehicles Spares and Consumables Framework with the inclusion of Workshop Equipment Maintenance and Repairs.

To achieve this aim, the Authorities kindly ask interested suppliers to complete and submit a Market Engagement questionnaire to inform our approach.

Your will need to click on 'View Details' for the project and then click the 'Express Interest' button to be able to view and download the questionnaire.

All answers provided will offer insight into how the market might consider this opportunity. Any information provided will be treated as confidential and non-binding but note it may be used to inform the final specification and tender pack.

The questionnaire on the In-Tend portal contains information to support the completion of the questionnaire.
