Other information

Description of risks to contract performance

Supplier failure to deliver goods as required is a significant risk, especially given TLD Sachets is the only supplier which can meet our requirements. UK Health Security Agency (UKHSA) provides personal dosimetry services (PDS) which measure the amount of radiation exposure received by workers. The service is provided to users of ionising radiation in a variety of sectors, e.g. medical and nuclear, which measures workers' radiation doses by means of dosemeters or "badges".

The Personal Dosimetry Service (PDS) of UKHSA provides measurement and recording of doses to radiation workers. The clients of this commercial service are radiation employers in a variety of sectors (from medical to dental and general industry). Measurements are made by means of personal dosemeters or "badges" that are worn by the employee for a period before being returned to UKHSA for processing and reporting. The service issues over 500,000 dosemeters a year, serves 6,500 employer sites and covers over 90,000 workers.

Supplier failure would affect the Personal Dosimetry Services ability to deliver its core radiation monitoring services and would negatively impact radiation workers in several sectors. Given this, the Contract Manager will attend meetings with the supplier to discuss KPIs and the any issues with the goods or their delivery.

Direct award

Direct award justification

Single supplier - technical reasons

The Authority has carried out appropriate due diligence to confirm our understanding that TLD Sachets Limited are the only Supplier capable of meeting this requirement. A preliminary market engagement notice was published via Find a Tender which provided Suppliers with ten working days to respond. TLD Sachets Limited, the incumbent Supplier, were the only Supplier to respond. Additionally, an earlier tender in 2023 elicited only one response from the incumbent Supplier. UKHSA Legal instructed a second round of preliminary market engagement, clarifying our intention to directly award this requirement in lieu of interest from additional Suppliers which allowed ten working days for responses, which again elicited no response from the market.
