Description
The University Security Lodge is due to be demolished shortly, and all services and systems will be relocated to a newly constructed facility within the University's St Paul's Annexe Building. This requirement is time-sensitive, and any delay in relocation of the services and systems could significantly impact the broader site development plan, ultimately affecting timelines and cost efficiencies.
This requirement involves a combination of services and works required to upgrade and optimise the security infrastructure at St Paul's Annexe. The scope includes the design, configuration, installation, and commissioning of a new security system, including Avigilon servers, control room equipment, and associated network infrastructure.
The installation phase will cover the design, supply, and commissioning of the University's upgraded CCTV infrastructure. This will include:
• Provision and installation of new network infrastructure, including connectivity to existing University systems.
• Installation and configuration of servers and Network Video Recorders (NVRs) to support the expanded CCTV platform.
• Fit out and commissioning of the Park Annexe, which will be developed into the new CCTV Lodge and serve as the centralised monitoring and control point.
The total installation works are scheduled to last for three months, covering mobilisation, phased delivery across campus, testing, and final handover. At the conclusion of this phase, the installation contract will terminate, provided that the works are successfully completed and accepted.
Alongside the physical works, the University will procure the Avigilon Control Centre (ACC) software package and associated licensing, support, and maintenance. This will run under a dedicated five-year contract to ensure system stability, security compliance, and ongoing vendor support. The software contract will include:
• Full access to the Avigilon software platform and updates.
• Security patching, upgrades, and feature enhancements for the duration of the contract.
• Access to technical support (remote and on-site where required).
• Warranty coverage in line with Avigilon's terms.
• Installation Contract: 3 months, covering networks, servers, NVRs, and the CCTV Lodge at Park Annexe.
• Software Contract: 3 years, covering Avigilon licensing, support, and updates.
This dual-contract approach ensures that the University secures both the immediate delivery of the upgraded CCTV infrastructure and the long-term operational support necessary to maintain and develop the system.
The total cost for the requirement is £832,893.03 excluding VAT and £999,471.63 including VAT.
