two.1.4) Short description

NHS Midlands and Lancashire Commissioning Support Unit (MLCSU) is acting as an agent on behalf of NHS Lancashire & South Cumbria Integrated Care Board (ICB) who are looking to undertake a Competitive Process for the provision of the Integrated Care Services (IUC) in West Lancashire.

The Authority is committed to the provision of a high quality Integrated Urgent Care Service which shall include:

• Co-located Urgent Treatment Centre (UTC)

• Walk in Centre (WIC)

• Deep Vein Thrombosis (DVT) services

• Clinical Assessment Service (CAS)

These services being procured are integrated with the other strands of 24/7 urgent and emergency care which meets the values, rights, obligations and expectations of patients as set out in the NHS Constitution.

Integrated Urgent Care Services will be provided to individuals who are, or believe themselves to be, acutely ill with a condition that requires urgent attention, such that their immediate care needs cannot safely be deferred until the next day or to the end of the out of hours period. It is required to be sustainable, based on a service model that is clinically and commercially robust that can attract and retain suitably qualified competent practitioners and integrate with other services.

This provision includes the treatment of minor illnesses and injuries at Ormskirk Urgent Treatment Centre (UTC) and Skelmersdale Walk in Centre (WIC), located within the West Lancashire area.

The proposed new contract covers the West Lancashire locality within the Authority's area.

The ICB is committed to providing stability to the sector and a model of services is being proposed, which will procure services for 3 years, with an option to extend for a further 2 years. The contract is intended to start on 1st July 2026.

The total maximum value of this one contract is £3,814,955 per annum. Therefore, the total maximum value of the five-year contract is £19,074,775.

For this procurement, the Authority may seek clarification on bids that are unusually low. Following clarification, it will reserve the right not to consider Bids that are unusually low.

This procurement is being carried out in line with the requirements which fall under Regulation 11 for the award of a contract with a competition, and Schedule 1 of the Health Care Services (Provider Selection Regime) Regulations 2023. As such, the competitive tendering of these Services is being run as a bespoke, single-stage tender process as described in the documentation available via https://atamis-1928.my.site.com/s/Welcome, and in this Find a Tender contract notice advertisement.

The only selection for type of Procedure is "Open" and the Contracting Authority wishes to clarify that this is a competitive procedure under the Health Care Services (Provider Selection Regime) Regulations 2023. The procedure which the Contracting Authority is following is set out in the procurement documents.

Right to Cancel: The Contracting Authority reserves the right to discontinue the procurement process at any time, which shall include the right not to award a contract or contracts and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award a contract in part, or to call for new tenders should it consider this necessary.

The Contracting Authority shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or in the completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed.

All dates, time periods and values specified in this notice are provisional and the Contracting Authority reserves the right to change these.
