seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
The proposed modification would extend the contract by 18 months, from 1st October 2025 to 31st March 2027, at the value of £439,032. The basis of the modification is that the supply of service remains necessary to meet the needs of people and carers living with younger-onset dementia; and because there is an opportunity to make an efficiency saving which would carry significant risks if managed at the same time as a change of contractor. The contract specification will remain substantially the same, with changes to the community outreach and wellbeing element. These would extend opportunities for people to take part in small groups and reduce more costly 1:1 support. This reduction gives rise to potential adverse impacts, and the report describes how these will be mitigated.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Delivering the proposed efficiencies for this contract relies on the current provider working closely with people using the services and families / unpaid carers. It would not be a reasonable expectation for the provider to deliver the proposed efficiencies, at the same time as participating in a competitive process for a new contract. Therefore, a competitive process would delay the implementation of savings, which would be a significant inconvenience to the Council as the contracting authority.
