Description

This preliminary market engagement process is being managed by Transport for London (TfL) on behalf of the Greater London Authority (GLA), the 'Contracting Authority'.

Part 4 of the Domestic Abuse Act (2021) placed new statutory duties on tier one authorities to deliver Domestic Abuse Safe Accommodation (DASA) provision. The duty aims to ensure victims/survivors of domestic abuse, along with their children, can access a range of support within safe accommodation or to help them access safe accommodation.

As a tier one authority with duties under the Act, the Greater London Authority (GLA), in partnership with the Mayor's Office for Policing and Crime (MOPAC), is preparing to recommission safe accommodation and support services for survivors of domestic abuse across London. Based on previous allocations from the Ministry of Housing, Communities and Local Government (MHCLG), we anticipate funding to be approximately £20 million per annum for up to six years. However, the final funding amount and duration will be confirmed by MHCLG in due course.

The current commissioning arrangements, including the Domestic Abuse Safe Accommodation (DASA) Framework and continuation grants, are scheduled to conclude by March 2027 (subject to any extensions). Services commissioned through DASA are currently delivered by a mix of Voluntary and Community Sector (VCS) Violence Against Women and Girls (VAWG) providers, London Boroughs, housing and homelessness organisations, and wider VCS partners. All providers deliver services that meet the definitions of support outlined in MHCLG guidance, including refuge accommodation, dispersed housing, sanctuary schemes, second-stage accommodation, and other specialist provisions.

This transition period offers a strategic opportunity to design a refreshed commercial model that reflects evolving needs, builds on existing strengths, and encourages innovation in service delivery while continuing to ensure domestic abuse support services are inclusive, trauma-informed, and responsive to the diverse needs of Londoners.

Given the scale and complexity of the programme, the GLA and MOPAC are adopting a phased and strategic approach to recommissioning. This will ensure continuity of support for victims/survivors while enabling a safe and responsible transition to new arrangements. The future model will be shaped through a period of iterative engagement with the market and wider stakeholders, with a strong emphasis on co-design, collaboration, and transparency.

Engagement process description

To ensure the future commissioning model is robust, inclusive, and informed by lived experience and sector expertise, we are launching a multi-stage engagement programme to build on and refresh the existing evidence base. This engagement programme is designed to build consensus around design principles, explore delivery options, and prepare the market for future procurement opportunities and test our proposals with partners to ensure our requirements can be adequately met.

The DASA preliminary market engagement seeks to build on the existing evidence base by engaging with providers and partners to understand:

• The current position of the market for these services and how best to design this recommissioning exercise to achieve a mix of provision that reflects the diverse needs in London.

• The wider interdependent web of capital and revenue funding that sustains the provision of safe accommodation in London. The risks and implications of changes to existing funding models on established provisions.

• How the need for services has changed and how funding could be deployed in more effective ways to enable innovative services to address unmet need.

• How funding could be deployed to foster collaboration between suppliers, local authorities, and wider partners.

• What infrastructure capabilities would enable a more effective support arrangements for DA survivors.

• To refresh our understanding of the needs and barriers faced by certain service user groups, and the specialist organisations that support them, such as children and young people, LGBTQ+ survivors, older victims, and male victims.

Engagement opportunities will take the form of a series of co-designed workshops continuing through to a proposed design solution workshops/presentation. The approach to engagement is subject to change and may evolve in response to insights and feedback from stakeholders.

How to express interest:

We are committed to ensuring a transparent and fair process. To this end:

• We will map all potential suppliers and explore broader routes to publicise and reach out to especially smaller third sector organisations. This may include publicising through newsletters/bulletins and other existing pathways used both at MOPAC and the GLA.

• All suppliers expressing an interest will be given equal opportunity to engage.

• Key insights and outputs from engagement activities will be shared with participants to ensure consistency of information.

• Participation in market engagement will not give any supplier an advantage in any future procurement.

• We will work with our internal MOPAC and GLA engagement teams to determine how best to reach out and engage effectively and safely with victims/survivors.

We welcome expressions of interest and contributions from organisations who wish to engage with us as part of the development of the future DASA commissioning approach.

If your organisation would like to participate in the upcoming engagement activities, or if you have insights, experience, or proposals that could inform the design of future services, please complete our Expression of Interest Form: https://forms.office.com/e/AGJKLufNcw as early as possible so we can invite you to participate.
