Scope

Description

Lincolnshire County Council are undertaking a review of Home Learning Parcels to determine the requirement from April 2026 and how it can support statutory duties.

Service users in scope are Children in Care (CiC) aged 3 - 12.

Lincolnshire County Council's review includes benchmarking activity, and engagement with service users currently using the service and potential providers offering solutions.

The Home Learning Parcels review is intended to lead to recommendations around the requirements for the service, which is required to be in place 1 April 2026.

Lincolnshire County Council Home Learning Parcels 2025 -2026

Lincolnshire County Council Children's Services are undertaking a Service Review into Home Learning Parcels and are seeking to engage with the market, and related and involved professionals and stakeholders.

Children's Commissioning have engaged with the Virtual School to seek their views on the needs of the cohort, and have also undertaken some engagement with service users of the current programme in place.

We are seeking to develop a resource package that supports the aims and objectives of the Service. This includes:

- Encouraging reading and supporting literacy and numeracy at home for CiC

- Promoting positive wellbeing within the target cohort

- Ensuring materials are evidence based, accessible, high-quality, and tailored to individual needs

The purpose of this engagement is to explore supplier capabilities, field any queries, and gather feedback to inform the final requirement. The Council wish to engage with providers who may be able to provide innovative bespoke solutions. Those providers interested in providing Home Learning Parcels are invited to join the Virtual School and Children's Commissioning at a TEAMS event on Tuesday 28 October at 1pm. There will be a short presentation and the opportunity for questions. Up to two hours has been allowed for the event.

The discussion will allow interested providers the opportunity to digest the information presented at the TEAMS event, ask further questions, outline how they feel the needs of the cohort can be best met, and how they might contribute.
