Description
The SRF budget for this financial year has been allocated but the Local Authorities cannot be invited to submit their applications without a Safer Roads Investment Plan (SRIP) which contains a detailed video survey and analysis of the selected routes. In order to do this, we require the use of the iRAP (International Road Assessment Programme) system that The Road Safety Foundation (RSF) own.
Our research has acknowledged that they are the only supplier that is able to provide the technical expertise needed to support the SRF work due to the iRAP system they hold.
A case for direct award
The RSF are able to pick the work intended for this project as they have completed work for this project previously and have the knowledge and equipment needed to action this.
Onboarding a new contractor will take time including a formal commission with clarification questions, and contract set-up, they also will not own the iRAP systems that are needed to deliver the work needed within the Safer Roads requirements. We require findings relatively quickly so that they can feed into our wider pilot evaluation.
