Description

South Yorkshire Mayoral Combined Authority are seeking to establish a closed framework for the Supply of Rail for use on the Sheffield Supertram Light Rail Network.

The framework will be split into 2 Lots:

Lot 1 - Grooved Rail

Lot 2 - Flat Bottomed Rail

Lot 1. Lot 1 - Grooved Rail

Description

To facilitate the next rail replacement programme, SYMCA need to procure additional grooved (embedded) rails (Lot 1) suitable for installation on the tram network.

For Call-off 1, the supplier is to provide the following quantities of grooved rail:

• Amount - 500t (METRIC TONNES)

• Rail to be supplied in nominally 18.288m length, within the tolerance in BS EN14811:2019.

Lot value (estimated)

  • £2,200,000 excluding VAT
  • £2,640,000 including VAT

Framework lot values may be shared with other lots

Lot 2. Lot 2 - Flat Bottomed Rail

Description

To facilitate the next rail replacement programme, SYMCA need to procure additional flat bottom/Vignole rails (Lot 2) suitable for installation on the tram network.

For Call-off 1, the supplier is to provide the following quantities of flat bottom rail:

• Amount -300t (METRIC TONNES)

• Rail to be supplied in nominally 18.288m length, within the tolerance in BSEN13674-4:2019.

• All rails to be undrilled.

  • £1,560,000 including VAT

Framework operation description

Suppliers are invited to apply for appointment to the Framework through a competitive tendering procedure. As part of this process, the Authority will simultaneously award an initial call-off contract to the highest scoring bidder, based on the evaluation criteria set out.

Following the initial call-off, subsequent call-off contracts will be awarded via mini competitions among appointed suppliers. These mini competitions will be conducted in accordance with Section 46 of the Act and will be evaluated using a combination of cost and quality, with specific criteria and weightings defined at the time of each competition.
