Scope
Description
Procurement of labour and plant resources to support the existing in-house highway delivery service. The in-house highway service delivers the councils revenue works consisting of reactive highway maintenance, drainage maintenance, out of hours call-out and winter service. The proposed framework is to allow additional resources to be brought in to assist in the delivery of there works at times of increased demand/workload. The proposal will provide additional resilience to the highway service

Framework operation description
Rochdale Council uses a basket of goods approach to evaluate supplier pricing. Each supplier submits unit prices for a predefined set of items, and the total basket cost is calculated to compare bids consistently.
Suppliers can apply for specific lots within the framework agreement. Bids are scored based on price and quality criteria, and the top three highest-scoring suppliers per lot are awarded a place on the framework.
