Description

The service will require the treatment and disposal of dry mixed recycling and fibres that are collected at kerbside and commercial waste customers in Rotherham.

This will include:

Receiving, handling, treatment and disposal of Contract Waste from Authorised Vehicles by the Contractor or any agents or Sub-Contractors acting on their behalf

Maximise material sales to generate an income to the Council

Handling, treatment and disposal of Non-Compliant Material and Residues; and

The treatment and processing of Contract Waste to maximise the generation of Products and thereby minimise waste disposal adhering to the principles of the Waste Hierarchy.

Based on the current annual tonnage data, it is estimated that around 14,000 kerbside tonnes per annum of dry mixed recycling will require treatment and disposal, and 8,000 kerbside tonnes per annum of paper & card.

Commercial Waste tonnage potential is not yet fully understood as the service has only recently been introduced.

Lot 1. Glass, Metal, Textiles and Plastics

Description

The Service shall be for the receipt, recording, segregation, handling (including bulking and haulage where applicable), treatment, processing and disposal of Contract Waste (being Waste less Rejects delivered from Authorised Vehicles of the Council or any agents acting on their behalf) by the Contractor in accordance with the Waste Hierarchy to maximise Recycling for the generation of Products, minimise the Residues and thereby minimise Contract Waste disposal via landfill.

This lot includes glass (e.g. bottles and jars), metals (e.g. food and drink steel cans, clean kitchen foil), plastic (bottles, bags and film) and cartons from food and other liquids.

The Lot value detailed below has been calculated based on average annual gate fees.

Lot 2. Cardboard and Paper

Description

Lot 2 shall include paper (e.g. newspapers, envelopes and books) and cardboard (e.g. domestic cardboard, egg boxes, toilet roll tubes).

The lot value described below has been calculated based on the average value of each material in the market for the last 12 months and the tonnage collected of each material. The Council does not expect to pay these costs, but rather receive an income based on a share of these costs.
