Description

Cardiff Metropolitan University is hosting a pre-market engagement event for the re-procurement of its Premises Cleaning contract, which expires on the 30th of June 2026.

The contract requires the cleaning of all the University's premises, which are approximately 68,000 m2. The estate ranges from traditional offices, teaching spaces to laboratories and sporting facilities.

The contract will also include twice yearly window cleaning; a twice-yearly specialist clean of the Podiatry Department, light waste removal duties and carpet cleaning as required.

The cleaning services are required for 51 weeks of the year, apart from our sports facilities areas which are open to the public and require a cleaning service for 52 weeks of the year.

The successful supplier will be required to provide all cleaning materials and consumables, cleaning machinery and staff uniforms.

At this stage, it is also our intention to include a separate lot within the tender for the University's summer residential cleaning requirements. This will be for the provision of a deep cleaning service of our student accommodation at the Cyncoed Campus (CF23 6XD) and the Plas Gwyn Halls of Residences (CF5 2XJ). In total, Cyncoed Campus consists of 484 en-suite bedrooms, 53 kitchens and all associated linked corridors. Plas Gwyn consists of 392 bedrooms, 49 kitchens and all linked corridors. This service is required annually between June and August.

The contract will be in place for a period of five-years, with two one-year extensions available (5+1+1).

The objectives for the pre-market engagement event are:

• To allow the University to provide an overview of the requirements of the contract,

• To gauge interest around the contract opportunity,

• To assess the supplier's ability to support the indicative contract timelines,

• To obtain feedback and answer any questions on the requirements as currently defined,

• To provide an opportunity for suppliers to raise any questions or concerns that they may have.

Engagement process description

The University is hosting a pre-market engagement event for the re-procurement of its Premises Cleaning contract, which expires on the 30th of June 2026.

This event will take place at the University's Cyncoed Campus (Cyncoed Road, Cardiff, CF23 6XD) on Thursday, 23rd October 2025 at 10.00am.

The deadline for submitting a response is 5pm, Friday 17th October 2025.

The University reserves the right to reject an application to attend sent after this deadline.

In order to confirm your attendance at this event, please register your interest on the University's e-tendering portal, InTend.

Suppliers interested in attending must register on the portal and then express an interest in the project. Once registered, please complete the registration form (Page 4 of the Premises Cleaning attachment) and return via the correspondence function within the portal.

Outgoing messages from the University will be sent to bidders using the email address entered as part of the portal registration process. In considering what email address to use for this purpose, we strongly recommend that a generic, shared email address is used to help avoid any loss of communication through changes of staff or staff sickness or holidays that may occur.

All documentation, questions and answers will be published against the opportunity on the portal following the event.

Due to resource constraints, suppliers will be limited to two attendees per organisation.

Following the event, we are also offering one-to-one question and answer sessions with representatives from the University to answer any questions, if so required. To request an appointment please use the messaging tool on the InTend e-tender site.

The one-to-one sessions will be available week commencing 3rd November between 10am and 4pm. The deadline to request these sessions is Tuesday 28th October at 12.00 noon.

These sessions will be conducted via Microsoft Teams and will be recorded. If the University believes that information that is shared in these sessions is relevant to other suppliers, the information may be shared with other suppliers. The recording itself, will not however, be shared with other suppliers.
