Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The contract is being modified to include provision of Security at the DMU London campus. The provision did not meet the same standards as the DMU Leicester provision which were commissioned following a robust and compliant Open procurement process. There was only one supplier at that time that successfully met all of the criteria.
There was insufficient time to undertake an equally robust process for the newly recognised requirement and the duplication of costs would have arisen from an additional tender process in addition to further processing and training costs. Cost of contract management of a poorly performing supplier have also been avoided. Information sharing with another party also potentially increases risk and cost.
