Description
The services required are the collection, transportation, acceptance, and recycling of waste tyres from Lancashire-based Household Waste Recycling Centres (HWRCs), transfer stations in Preston and Lancaster, and Waste Collection Authorities.
Waste tyres will be both on and off rims and will range from small tyres such as pushbike and go kart tyres, through to motorcycle, car and LGV/HGV tyres, although from time-to-time other tyres may be accepted at the HWRCs (e.g. tractor tyres).
No guarantee either expressly or implied is given regarding the quality of the waste tyres and its suitability or otherwise for resale as 'part worn', re-treading or any other direct-sales process. As such all tyres should be considered unfit for re-use and are suitable for shredding / chipping and recycling / processing only. The waste tyres shall not be landfilled.
The Authority is seeking expressions of interest from organisations in the waste management sector who may be interested in providing waste tyre collection, transportation and recycling solutions.

Engagement process description
Lancashire County Council is conducting preliminary market engagement relating to the provision of Waste Tyre Collection, Transportation and Recycling Services.
Prior to publication of a full invitation to tender (anticipated later 2025), interested organisations in the waste management sector are invited to engage with this preliminary market engagement exercise.
