Description
The services required are the collection, transportation and treatment of WEEE Waste collected from Designated Collection Facilities and Battery Collection Points located across Lancashire.
The WEEE Waste is likely to be categorised into the following WEEE Streams:
• Large household appliances
• Small household appliances (including electrical and electronic tools, toys, leisure and sports equipment)
• Display equipment (including all TV screens such as cathode ray tube (CRT) plasma screens, liquid crystal display (LCD) and separate computer screens)
• Lighting Equipment (household luminaries including fluorescent tubes/lightbulbs, plus filament bulbs on certain sites as advised by the council)
• Household Batteries
• Printer Cartridges
• Vapes
• All other household WEEE as covered by the WEEE regulations.
The provider shall operate and maintain for the term, an approved WEEE Producer Compliance Scheme for the collection and treatment of all WEEE Waste arising from the Designated Collection Facilities and Battery Collection Points.
The provider shall meet the standards required of a Producer Compliance Scheme contained within the code of practice throughout the term, covering obligations for Producers of household electrical and electronic equipment.

Engagement process description
Lancashire County Council is conducting preliminary market engagement relating to the provision of Waste Electrical and Electronic Equipment and Household Batteries Collection, Transportation and Treatment Services.
Prior to publication of a full invitation to tender (anticipated later 2025), interested organisations in the waste management sector are invited to engage with this preliminary market engagement exercise.
