Aims to provide care closer to home for patients, reducing the need to attend A&E or Hospital Eye Service.

two.2.4) Description of the procurement

The Community Urgent & Minor Eye Service is delivered by Community Optometry for patients presenting with acute eye problems and is designed to provide both urgent and routine access, treatment or referral as required.

Aims to provide care closer to home for patients, reducing the need to attend A&E or Hospital Eye Service.

The service is for people of all ages. Children under 16 years must be accompanied at their appointment by an adult. Services include:

• Red eye(s) or eyelid(s)

• Dry, gritty or uncomfortable eye(s)

• Eye irritation and inflammation

• Recent discharge from the eye(s) or watery eye(s)

• Recently occurring flashes or floaters

• Painful eye(s)

• In-growing eyelashes

• Recent and sudden loss of vision

• Foreign body in the eye / emergency contact lens removal

Treatment for the above and onward referral as required.

NHS Derby & Derbyshire ICB are intending to award the contract to the existing provider following Direct Award Process C.

The approximate activity will be 1700 consultations.

This is an existing service intended to award to an existing provider for 31 March 2027 to enable a competitive procurement process to be undertaken in the future.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act Regulations 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 16 October 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR

No conflicts of interest or potential conflicts of interest were declared by individuals making the decision.

The ICB assessed the provider's current performance and ability to continue to provide the service. Assessment criteria included quality, innovation, value. integration, collaboration, service sustainability, improving access, reducing health inequalities and facilitating choice, social value. Following this assessment it was concluded that the existing Provider will be able to fulfil the requirements to continue delivery of the service.
