Description

Swale Borough Council has had successful supplementary environmental enforcement contracts for 10 years. Officers provide a visible deterrent and issue Fixed Penalty Notices (FPN's) to offenders. Previous contracts have focussed on environmental issues that are important to our residents such as littering and dog fouling. Officers have also investigated other concerns such as breaches of the Public Space Prevention Orders (PSPO's). It's now time to retender. We are keen to engage with interested partners. We acknowledge that changes need to be onboarded to develop and grow solutions for enforcement. The enforcement provision is a self-funding service with the cost of delivery funded from the money received from the Fixed Penalty Notices. We are open to embracing new 'value for money' ideas, innovative solutions, and new pricing models that have been successful in other local authorities.

The Council takes a strong stance on enforcement when it comes to environmental issues. We pride ourselves on such services being delivered in the right way. A visible presence from enforcement officers demonstrates that Swale Borough Council are committed to change behaviours and emphasise the benefits of a cleaner environment for residents, visitors, businesses and for nature. Enforcement is to be delivered by competent trained employees that can deliver a consistent high standard of service with community engagement. We are keen to work with an organisation that uses data to target resources effectively and tackle issues such as littering and fly tipping. This is an opportunity to create an efficient and effective partnership with key stakeholders.

A Supplementary Litter Enforcement contract will complement the work of our in-house officers and ensure that we continue to deliver a robust enforcement service that issues Fixed Penalty Notices (FPN's) across the Borough. The scope and operating mechanisms are currently open to discussion. We are keen to review alternative models and opportunities to improve the range of environmental offences within the contract such as fly tipping and taking appropriate action to target environmental crime. There may be additional further opportunities to work alongside our Community Safety Unit - Ad Hoc services anything consistently
