Description
The Client wishes to procure a 2 year with an optional extension period of an additional one plus one year to be determined by the client (a maximum contract period of 4 years including the optional extension period), for the Badger Found Dead and any other Wildlife Species Contract. The value of the Contract is expected within the range of £750,000-£880,000 excluding VAT for the entire 4 year period.
The successful Bidder must provide a fully managed service delivery to undertake all activities relating to this Contract- Collect, arrange transportation and undertake a post mortem of badgers found dead and other wildlife species as required. The Bidder must also promote this service to the public and the farming industry throughout the contract duration.
The aim and objective of this service is to provide information on the prevalence of
Mycobacterium bovis (M.bovis) infection in badgers by means of a post mortem examination and submission of samples for culture, molecular typing and histological examination. This data and analysis will provide vital information on the prevalence of (M bovis) infection in badgers and on genotypes present.
The results of the contract will be used to investigate the relationship between (M.bovis) infection in badgers and cattle and will assist in the formulation of policy at both local and national levels. It will also add to epidemiological reporting and provide evidence to case vets.

The evaluation will include 4 separate processes:
Stage One: Qualification
Qualification Questionnaire (eTenderWales)
This is an assessment of whether there is any reason why a Bidder should be excluded from participation in the tender process. It is assessed against the Bidder's response to the questions in the Qualification section/envelope of eTenderWales and scored as information only or pass or fail.
Guidance is provided against each question, indicating those questions which are mandatory that Bidders must respond to and pass to be able to proceed to Stage 2.
A Bidder can be disqualified from the tender process at Stage 1, where the Bidder:
• Does not provide all information requested within the Qualification section/envelope of eTenderWales that is marked as "Mandatory",
• Receives a fail for one or more of the Qualification questions (in the Qualification Questionnaire.
Stage Two: Technical- Technical Response Template
These are the technical questions within the Technical Response Template on eTenderWales. Bidders are required to note the instructions for completion of the Technical Questions within this ITT and the Technical Response Template.
All questions should be answered by completing the Technical Evaluation response template provided (uploading the completed template as indicated on eTenderWales).
The response to each of the technical questions will be scored out of one hundred (100) in accordance with the Marking Scheme and Evaluation Guidance contained within the Technical Response Template.

Bidders should note there are minimum scoring requirements for the technical questions. These are:
• To ensure a consistent standard across all areas covered by the technical questions, the score allocated to each technical question must reach its minimum pass score of 60. If any technical question is awarded a score of forty (40) out of one hundred (100) or lower, it will immediately fail the whole tender.
Stage 3:
Commercial Response- Commercial Response Template

Stage 4 Site Visit
Following the technical and commercial evaluation of tenders, the named post mortem facility of the highest scoring tenderer will be inspected and evaluated on a pass/fail basis . Failure to meet the required standard would render the tender as non-compliant and will result in the tender failing the whole tender submission. In this instance the Client will then undertake an inspection and evaluation of the post mortem facility of the tenderer who achieved the next highest evaluation score.
The tender documents provides full details the requirements of the Site Visit of the named post mortem facility and what constitutes a pass/fail. The Bidder must provide a suitable facility with the appropriate Health & Safety procedures in place to carry out carcase examinations and post mortems including carcase disposal in line with Animal by Products. This facility must meet as a minimum the following criteria:
The facility is under cover and has suitable lighting.
The floor and surrounding surfaces within the facility are constructed of a material that allows for cleansing and disinfection and have effective drainage.
Down draught table or a suitable microbiological safety cabinet.
Hot and cold running water.
Sterilizing units for knives.
Basin for cleansing which is non hand operated.
Clean facility for storage of sampling material and consumables.
Refrigerated storage at 20C to 80C for carcases held prior to a postmortem examination.
An additional refrigerated storage for samples prior to despatch.
