Framework operation description
The framework will be reopened to potential new entrants in November 2026 and again in November 2029.
The suppliers on the framework will be ranked according to the total of their technical and commercial scores from this tender exercise.
There will be two options for awarding work under the framework at the Council's discretion as follows:
1. The supplier with the highest ranked score will be contacted first and if they are unable to deliver the service for any reason, then the second ranked supplier shall be contacted and so forth.
2. For larger projects, the Council may contact all of the suppliers on a particular lot and request quotes. The work will then be allocated to the supplier that submits the best quote in terms of meeting the requirement and the price.

The procedure will follow the open process and bidders will be asked to complete a qualification questionnaire, a technical envelope of scored questions and a commercial envelope with their pricing. The agreement is an open framework and the competition will be reopened in November 2026 and in November 2029.
