Description
WCBC seeks to support children and young people who are unable to attend school for a variety of reasons by offering education other than at school.
WCBC seeks to appoint providers to deliver through a flexible, high-quality tuition service designed to support learners across a range of ages taking into account following:
• Clear and fair pricing structure
• Pastoral Support including trauma informed practice
• A range of subjects compatible to ability and aptitude
• Range of qualifications for learners in Wales
• Venue options online or within the local area
• Assessment and progress monitoring
• Tracking and reporting to the LA regularly
• Exam arrangements including exam centres where possible
The children and young people may present with a range of needs, including Additional Learning Needs, trauma, behaviour and medical.

Framework operation description
When the Council selects the Supplier if, when considered in conjunction with all other Framework Suppliers, the Supplier will undertake the services or work based on specific requirements of the Learner. This may arise where another Framework Supplier (or Framework Suppliers) who should be able to carry out the works or services based on specific requirements of the Learner, is (or are) unwilling or unable to enter into the relevant Contract or not capable of performing the Contracts (as referred to below), in which case the Council has selected the Supplier based on specific requirements of the Learner.
Prices are determined as per those submitted by the Supplier at point of tender
