Description

Buckinghamshire New University ("University") has been working with Circuit Laundrette Services Ltd and this has been based on an income share concession arrangement. The latest contract is expiring on 30th September 2025 therefore a new contract is required. This renewal presents an opportunity to enhance service delivery and infrastructure while maintaining continuity for both staff and residents. The University will now offer eligible service user students a number of free washes and dry services per term, (payable by the University), so this will no longer be a concession contract.

This new service contract will include the supply, installation and maintenance of all laundry equipment including the operation of payment facilities. The renewal will ensure continuity of services for the students including a commitment by the Supplier to replace all the washing and drying machines with brand new equipment and the refurbishment of the laundry rooms on all sites.

Description of possible extension:

The Supplier shall supply, install and maintain the equipment for a period of 5 years from 01/10/2025 and thereafter for consecutive periods of 5 years until terminated in accordance with the provisions of clause 8 Termination.

The award of the contract is permitted in accordance with Section 41 and Paragraph 7 of Schedule 5 to the Procurement Act 2023 on the basis that:

a) Additional or repeat services;

The public contract concerns the supply of services by the existing supplier which are

intended as an extension to, or partial replacement of, existing services in circumstances

where-

(a) a change in supplier would result in the contracting authority receiving services that

are different from, or incompatible with, the existing services, and

(b) the difference or incompatibility would result in disproportionate technical difficulties in

operation or maintenance.

Of particular note:

The Supplier has previously provided the same services to the University and has a high degree of institutional and location knowledge, as well as good working relationships with

internal stakeholders. This decision is based on the grounds of technical and economic impracticality of switching suppliers within the required timeframe and the absence of a suitable

competitive alternative that delivers equivalent value for money and continuity.

This renewal will ensure continuity of services to students with the Supplier's proven support channels and includes the replacement of all washer and dryer equipment with brand new machines which will significantly improve the student experience.

These upgrades are expected to reduce maintenance issues, improve energy efficiency,

and modernise the overall look and functionality of the facilities.

The value is approximate and has included a provision for any potential new accommodation sites the University may procure. It also isn't known exactly how many students will take up the offer of the free washes per term therefore an approximate

contract spend has been provided.
