Description
Totally Local Company is seeking to appoint a suitably qualified contractors to be appointed to a Framework Agreement for Street Lighting Installation and Maintenance, Annual Seasonal Lighting Installation and Removal, and Manufacture and Provision of Highways Signage.
Totally Local Company are a major service provider in the Street Lighting Industry. Sudden demands can affect our ability to deliver works within the timescales laid down within contracts being undertaken. To ensure Totally Local Company meet all our clients' expectations, Totally Local Company Limited will require a Framework Agreement across each Lot to assist in scheme delivery and reactive maintenance.
This framework will consist of three Lots which providers can tender for:
Lot 1 - Street Lighting Installation and Maintenance
Lot 2 - Annual Seasonal Lighting Installation and Removal
Lot 3 - Manufacture and Provision of Highways Signage
Totally Local Company will award to the 2 highest scoring Framework Contractors per lot.

Submissions shall be received by the Council by the closing date and time stated within the Instruction for Tendering document.
No submission received after the closing date and time will be accepted other than where there are exceptional circumstances which may be considered by the Director of STAR Procurement in their sole discretion. Please note that tender submissions which are only partly uploaded at the closing date and time will be considered to have not been received and will be rejected by the Council.

Lot 1. Street Lighting Installation and Maintenance
Description
The selected companies will be required to demonstrate their ability to deliver reactive and routine Street Lighting works and individual Street Lighting schemes of varying complexity and value as well as planned Street Lighting activities. These will be delivered with and or on behalf of Totally Local Company.
The selected companies will be required to undertake works throughout Northwest England and need to demonstrate the capability to do this.
The selected companies will need to be able to demonstrate their commitment to partnership working with Totally Local Company and share in their vision of providing a reliable, quality, affordable service to all our customers.

Works will be allocated based upon price and ability to deliver within allocated timescales. Failure to deliver works within the allocated timescale will reduce the amount allocated to the service provider. No guarantee on the amount of work will be given.
Please note that the Contractor/Member within this framework is required to comply with all the enclosed specifications and standard details.

Lot 2. Annual Seasonal Lighting Installation and Removal (From 2026)
Description
Totally Local Company may require assistance on an annual basis for the installation and removal of seasonal lighting within the Borough of Stockport; a suitably qualified and experienced registered Electrical Contractor to install and subsequently remove all festive lighting during the Christmas period.
Contract requirements include installation, maintenance and removal of all:
• Motifs fixed to lighting columns
• Cross street displays
• Decorations for Christmas trees
• Provide Call-out
• Carryout inspections
• Resource for Switch on events
• Removal of features and lights on columns and trees

Lot 3. Manufacture and Provision of Highways Signage
Description
Totally Local Company require assistance from a Traffic Sign company who can design and manufacture permanent and temporary road signage. The company must have the correct recognised highway signage accreditations and be able to provide signage within agreed timescales.
Contract requirements include:
i. The provision and manufacture of various Highway Signage in accordance with the relevant traffic signs regulations and general directions manual, current traffic signs manual chapter 7, BSEN12899-1:2007 and any relevant traffic signs and any relevant highway signage regulations.
ii. Bespoke signage.
iii. Ability to design bespoke signage as per Totally Local Company Requirements.

Framework operation description
Totally Local Company will award to the 2 highest scoring Framework Contractors per lot.
There shall be two routes to call-off for this framework agreement.
Route 1:
Call-off contracts may be awarded on the basis of a further competition exercise between suitable Framework Contractors. Suitability shall be determined by taking into consideration responses to quality questions and references.
Any further competition shall be undertaken by asking further requirement specific questions and evaluating these in accordance with the weightings and scoring methodology provided at that time. The main heading criteria of Quality and Price must be used, however, the particular weightings attributed to these may be altered from those used in creating this Framework Agreement by 20% either way, the determination of this shall be at the sole discretion of Totally Local Company based on its determination of the risks of the particular requirement.
Route 2:
Totally Local Company reserve the right to award works through a Direct Award mechanism.
The Direct Award mechanism will be used when Totally Local Company is able to determine the most appropriate and cost-effective Framework Contractor from the information available without needing to run a further competition.
