Engagement process description
The NHS Business Services Authority (NHSBSA) is an Arm’s Length Body of the Department of Health and Social Care, responsible for providing platforms and delivering services that support the priorities of the NHS, Government and local health economies. Over £100 billion of NHS spend flows through our systems annually.
Our purpose is to deliver business service excellence to the NHS to help people live longer, healthier lives. Our vision is to be the provider of national, at scale business services for the health and social care system, transforming and delivering these services to maximise efficiency and meet customer expectations.
The Department of Health and Social Care have set an ambitious target of £500million on the health family along with other public sector areas to prevent and recover fraud, over a three-year period (2023-26), underscoring the urgency of expanding our fraud detection capabilities.
The fraud landscape is ever changing, which makes it harder to implement effective controls which are up to date in tackling and preventing fraudulent activity. There is also a lack of consistent approach to fraud prevention and detection controls in the NHSBSA with some services needing improved controls in place which exposes NHSBSA to certain financial risks and reputational damage. The inconsistency also makes it difficult to accurately report on fraud that is both prevented and detected across the NHSBSA.
The Fraud Detection and Prevention Solution (FDPS) project was set up in July 2024 with one of the aims of the project being to look at the current controls in place for fraud prevention and make improvements across the NHSBSA where possible. The main driver for the project is to enable the detection of fraud and error at the earliest opportunity by expanding and standardising our prevention and detection controls across new and existing services.
There are a number of checks involved in the fraud prevention side of NHSBSA processes, but for this project we are focusing on Residency, Address Trace and Bank Account Verification checks. The NHSBSA is looking to run an RFI to see what potential solutions are available in the market, to explain in further detail our requirements we will be running a presentation as to what we are looking for on Tuesday 7th October 2025 at 1pm before releasing our RFI documentation on Tuesday 14th October 2025. This is an opportunity for suppliers to learn more about what we are looking for but also ask questions before the RFI documentation is released.
