Scope

Description

A referral management service for managing ADHD referrals for NHS Staffordshire and Stoke, processing about 150 applications monthly. It includes clinical reviews, declining non-qualifying applications, and referring qualifying requests to pre-contracted providers for further assessment and treatment.

A provider has been identified who covers the geographical area of the ICB. This is a fixed cost contract. The contract is below threshold and this transparency notice is signalling our intention to direct award a contract to this provider for 12 months.

This Direct Award is justified under Special Cases (section 41) Schedule 5 :Prototypes and development. The justification for this direct award is to procure a new service that has been designed and developed at the request of the contracting authority. The contracting authority are procuring a solution to manage ADHD referrals based on pre-determined thresholds for clinical appropriateness, a direct award will enable data to be shared securely between different agencies. This contract is aimed at the early stages of design and development and aimed only at testing the suitability of the ADHD Referral Management service.

The service is designed to manage referrals based on pre-determined thresholds for clinical appropriateness. ADHD Referral Management Service is committed to providing timely and equitable access to ADHD diagnostic services, ensuring that individuals receive the appropriate level of care based on their needs.

The provider has no conflicts of interest managing right to choose referrals and covers the whole geographical footprint required.

This decision has been approved via Finance and Procurement Governance on the 5th August 2025.
