Reason for not signing contract
During the evaluation stage we identified that in the existing pricing evaluation model, the applicable pricing for products required for licence renewal was not included as a scored factor. This means that the potential variance in the renewal cost for licensees was not considered in the model scoring and thus it would not allow us to assess value for money accurately as part of the tender evaluation process.
For the sake of public interest, we shall abandon the current process and begin a new tendering procedure with a revised pricing model. The new model will be designed not only to consider costs for an initial plate, but also the costs applicable for a licence renewal.
